New Delhi: The Home Ministry issued an extraordinary 'black-bordered' gazette notification announcing the death of Vice President Krishan Kant, who passed away this morning after a heart attack.

Instructions have also been issued for the national flag to be flown at half-mast throughout the country on July 27, a Home Ministry spokesman said here.
