Washington: The United States and Britain have agreed on the elements of a new UN
resolution demanding disarmament of Iraq and will present specific language for a
draft to the other members of the Security Council, Secretary of State Colin Powell
said on September 26.
"We have come into agreement with the United Kingdom on what the elements of the
resolution should look like," Powell told the Senate Foreign Relations
Committee.
Powell said he had spoken with the Foreign Ministers of the other permanent members
of the UN Security Council as well as UN chief Kofi Annan, "describing the progress
we have made with the British and the fact that we are now expanding the circle of
consultation".
"We are a long way from getting an agreement (on the Council), but we are working
hard," he said. "There are many points where we are in agreement and there are some
outstanding issues that have to be dealt with."
Powell added that he was sending a senior diplomat, Under Secretary of State for
Political Affairs Marc Grossman, to France and Russia, where opposition to new UN
action is highest, to discuss the language.
