New Delhi: The developing countries led by G-77 and China on October 29 demanded that
the Delhi Declaration on Climate Change (DDCC) must incorporate a call "to urge
ratification of the Kyoto Protocol by all parties that have not done so" and
inclusion of Africa as the region most suffering from effects of climate
change.
In their proposals with respect to the draft DDCC circulated by the President of the
Eighth Conference of Parties (COP-8) T R Baalu, G-77 and China also called for a
specific mention of the Least Developed Countries (LDCs) and Small Island Developing
States (SIDS) in it.
Their proposals, which seek major changes in the initial draft want it to be
strengthened in terms of adverse affects of climate change and technology transfer to
the developing countries.
Taking into account the specific needs and special situations of the LDCs and SIDS,
the G-77 and China want adequate steps for adaptation to "adverse impacts of response
measures".
They also propose the call for full implementation of not only the convention but
also Marrakesh Accords on the issue with establishment of "climate cells" in
respective focal points of most vulnerable countries and setting up of disaster
management centres.
Countering the demand that developing countries should also give commitments on
reduction of greenhouse gases (GHG), the group wants all parties should take into
account their "respective capabilities" while addressing the issue.
