New Delhi: Nearly 170 participating countries at the UN Conference on Climate Change
on November 1 agreed to strengthen technology transfer and capacity building in
various sectors even as the deadlock on contentious issues of asking developing
countries to take on commitment to reduce greenhouse gases after 2012 continued.
After a long discussion on October 31 night over revised draft on Delhi Declaration
on Climate Change (DDCC), they agreed to strengthen technology transfer and capacity
building in energy, industry, health, agriculture, biodiversity, forestry and waste
management in a bid to deal with climate change.
The member countries have also agreed to take up actions in accordance with the
principle of common but differential responsibilities and respective capabilities to
combat climate change.
There was also a near unanimity on the need to bring Kyoto Protocol into force and
at October 31 night's meeting it was agreed that the parties to UN Framework
Convention on Climate Change who have not ratified the Protocol will be strongly
urged to do so in a timely manner.
Discussions continued on November 1, the last day of the conference, to evolve a
consensus on Delhi Declaration to enable its adoption, officials at the conference
said.
