New Delhi: In an attempt to make elementary education a fundamental right of
children, the government will complete the legislative process in the winter session
of Parliament, Minister of State for Human Resource Development Rita Verma said on
November 12.
"Both the Houses of Parliament have approved the 93rd Amendment Bill, which proposes
to make elementary education a fundamental right of children. But since the
legislation was not passed by the two Houses in the same year, it has to be
introduced afresh," she told reporters.
Stating that the theme of the 'Universal Children's Day' this year was "education
for disadvantaged children", Verma said that the campaign to impart education to all
aimed at translating this right into a reality.
She said that while the Social Justice Ministry has launched the National Initiative
for Child Protection, the Labour Ministry has launched National Child Labour
Projects.
Pointing out that there were 3.5 crore children who should have been in school but
were not studying, the minister said that the objective could be attained with
support from state governments and non-governmental organisations (NGOs).
