New Delhi: India is likely to have only a diplomatic presence at "functional level"
at the donor conference in Oslo on November 25 being held in support of the ongoing
peace process in Sri Lanka but would not have any political or headquarter-level
representation.
Official sources clarified that it was customary for the entire diplomatic corp to
be invited for such conferences where they were seated in a separate diplomatic
enclosure for the inauguration and not as "negotiators".
India has serious reservations about joining the "peace support meeting" organised
by facilitator Norway, as it will then be sharing a platform with Liberation Tigers
of Tamil Eelam (LTTE), a proscribed organisation.
During meetings two senior visiting Sri Lankan ministers had with External Affairs
Minister Yashwant Sinha and National Security Advisor Brajesh Mishra, India's
economic assistance for the island nation came in for special praise.
India's assistance for rehabilitation includes a general line of credit of $ 100
million on very liberal terms, a programme loan of $ 20 million and 3,000 tonnes of
wheat at liberal terms and a $ 7.5 million assistance for a cancer
centre.
New Delhi is also providing extensive assistance on education, vocational training
and also given mobile medical unit.
