Beijing: China has said it is willing to enhance co-operation with countries like
India, United States (US) and Pakistan on counter-terrorism measures and urged the
international community to tackle the root cause of terrorism.
"In fighting terrorism, it is necessary to address both its symptoms and root cause,
and adopt comprehensive measures, especially in solving the question of development,
narrowing the North-South gap, and ending regional conflicts," a White Paper issued
by the Chinese government said.
"The international community should make common efforts to resolutely condemn and
attack terrorism whenever and wherever it occurs, whoever it is directed against and
in whatever form it appears," said the White Paper titled 'China's National Defence
in 2002," issued by the information office of state council, China's Cabinet.
Expressing China's willingness to enhance cooperation on counter-terrorism measures
with countries like India, US, Russia and Pakistan, it said Beijing has held anti-
terrorism consultations respectively with New Delhi, Washington, Moscow, London,
Paris and Islamabad and has taken an active part in the work of the United Nations
Security Council Anti-Terrorism Commission.
It also stressed that the fight against terrorism requires conclusive evidence,
clear targets and conformity with purpose and principles of UN Charter, and
universally acknowledged norms of international laws.
