United Nations: Omissions in Iraq's arms declaration comprise a "material breach" of UN resolutions, the US Ambassador to the United Nations John Negroponte said on December 19.

Negroponte said a briefing to the UN Security Council by UN chief weapons inspector Hans Blix and International Atomic Energy Agency chief Mohamed ElBaradei made it clear that the Iraqi declaration was a "simple rehash" of previous declarations.

"There are material omissions that in our view constitute another material breach," Negroponte said.
