Patna: Bihar State Co-operative Housing Federation (BSCHF) has filed a criminal case
against two IAS officers and its four managers charging them with disbursing Rs 32
lakh as loan to a fake co-operative housing society.
The complainant, S K Jha, manager (recovery) of the federation on January 7, lodged
the case with the Shastrinagar police station.
As per the first information report (FIR), C K Basu, the then administrator of the
federation, Arun Jha, the then secretary, Manoj Kant Thakur (finance manager), Lok
Nath Tiwari (manager, loan), Phulan Kumar Singh (manager, technical) and Gangadhar
Mishra, deputy manager, loan, entered a criminal conspiracy and sanctioned a loan of
Rs 32 lakh to Rangkarmi Sahkari Grih Nirmal Samiti on the basis of forged and
fabricated documents in 1999.
This is the fourth such FIR lodged by the federation alleging that the federation
authorities had entered criminal conspiracy with some housing co-operative societies
sanctioning loan worth over Rs 14 crore on fake and forged documents during the past
four to five years.
The fraud was detected when the present administrator of the federation, S S Verma,
ordered a probe on the complaint that the housing societies had got disbursed loan
fabricating and forging the documents for the purpose.
