New Delhi: An angry India on January 20 summoned the Pakistani envoy in New Delhi and
lodged a strong protest over the "unprecedented harassment" of its Charge d'Affaires
(CDA) in Islamabad Sudhir Vyas in gross violation of international norms.
For the second time in three days, Pakistani intelligence officials resorted to
intimidatory tactics by driving dangerously close to the CDA's official vehicle while
he was on his way to office. His vehicle was repeatedly blocked on January
18.
Pakistan's Charge d' Affaires Jalil Abbas Jilani was called to the Foreign Office
here and handed over a protest note by Arun Kumar Singh, Joint Secretary, condemning
the action of Pakistani authorities against Vyas.
In Islamabad, Indian High Commission shot off a "note verbale", the second one in two
days on the issue.
"Such harassment is unprecedented and amounts to a clear attempt by the Pakistan's
intelligence services to thwart the CDA in the performance of his diplomatic duties,"
External Affairs Ministry spokesman told reporters.
He said the harassment represents "gross violation" of the bilateral code of conduct
for treatment of diplomatic personnel as well as international norms, including the
Vienna Convention.
Singh also handed over an "aide memoire" listing previous incidents of harassment of
senior officials, including military advisors of the Indian mission in Islamabad.
