New Delhi: Disarming the Naga insurgents and disbanding the National Socialist
Council of Nagalim – Issac/Muivah (NSCN IM) were the ultimate objectives of the
government and it would be made clear to the outfit before reaching any agreement
with them, according to Centre's interlocutor for Naga peace talks K Padmanabhaiah.
"At the time of signing any agreement, we will not only take up the issue of
surrendering of arms but also disbanding the faction itself. That is our ultimate
objective but right now, it is a little far," he said in an interview in the latest
issue of the Rashtriya Swayamsevak Sangh (RSS) mouthpiece 'Panchjanya'.
He said the government had made it clear to the Naga leaders that if they desired to
have a serious political dialogue, they will have to come to India as "we will not
be able to continue such talks outside the country".
"The Naga rebel leaders have also recognised the importance of the issue. Therefore,
their coming to India for talks after 35 years is a crucial step," he
said.
Conceding that Nagas in Manipur were "not a happy lot", he said, "Otherwise, why do
they want to get separated? Manipur should also think about the issue seriously. It
will have to think about the well-being of Nagas in the state."
However, the Centre has kept in mind Manipur's stand on protecting its territorial
integrity and would not take any decision without consulting the state governments
concerned, the former Union Home Secretary said.
As of now, the Centre had no plans to change the boundary of any state though
discussions were on with regard to various demands raised by the Naga leaders, he
added.
