United Nations: The International Atomic Energy Agency (IAEA) has found North Korea
in breach of its obligations under the nuclear Non-Proliferation Treaty (NPT) and is
reporting to it to the Security Council for further action.
The executive board of IAEA, which met in Vienna on February 12, adopted a
resolution finding North Korea in breach of its obligation by 31 votes to
none.
Russia and Cuba abstained.
Moscow argued that remitting the issue to the Council would adversely affect
diplomatic efforts to find a solution.
According to diplomats, the date to discuss the issue is yet to be fixed.
The Council may not impose sanctions as considered earlier since efforts are
on to put together a package including humanitarian assistance to lure North
Korea back into the fold of the treaty.
