Maya rocks Parliament, turmoil in both Houses
Thursday, March 6 2003 16:55 Hrs (IST)

New Delhi: The Uttar Pradesh developments on March 6 rocked Parliament with angry Opposition members, particularly those from Samajwadi Party and Congress, demanding dismissal of Mayawati government, forcing adjournment of both Houses.

While Rajya Sabha was adjourned twice on the issue amid pandemonium with members asserting that the Constitutional machinery had totally collapsed in UP, Lok Sabha was adjourned for 15 minutes shortly after the lunch recess, when Akhilesh Singh of Samajwadi Party threatened to resign and threw his coat on the official reporters' table.

In the Upper House, Chairman Bhairon Singh Shekhawat stood firm, saying he would not accede to Opposition demand for suspending the Question Hour to discuss the issue as that would infringe upon the autonomy of state Legislatures.

"I will not allow the autonomy of states to be infringed upon, even if I have to resign as Chairman," Shekhawat said adding "We must draw a line on how far Parliament can discuss an issue pertaining to state Legislatures."

Members in both Houses were protesting against the manner in which the UP Assembly rejected the no-confidence motion on March 5 against the Mayawati government, without any debate and passed the motion of thanks to Governor's address and the Budget amid chaos and confusion. "This is nothing but total collapse of the Constitutional machinery," they said.

Lok Sabha Speaker Manohar Joshi rejected notices of adjournment motion given by Samajwadi Party members Akhilesh Singh and Ramjilal Suman and Sriprakash Jaiswal, (Cong) but allowed their leaders to speak.
