New Delhi: Accusing Pakistan of not keeping its promise to end infiltration
permanently, India has said that on the contrary terrorist violence had "increased
significantly" and Islamabad made no efforts to dismantle the infrastructure
supporting militant activities.
"Despite President Musharraf's public commitments to end infiltration permanently,
infiltration from across the border and linked terrorist violence has continued at a
significant scale," the External Affairs Ministry said in its annual report for 2002-
03.
It said terrorist infrastructure in Pakistan and Pak-occupied-Kashmir (PoK) such as
terrorist camps, training centres, launching pads, communication centres and funding
of terrorist groups remain unaffected.
Terrorist publications and Websites have reappeared and are openly circulating,
calling for "jihad" in Kashmir and giving bank account numbers for fund-raising, it
said, adding well-known terrorist figures were released from detention and publicly
expressed their intention to continue "jihad" against India.
The report said India maintained that should Pakistan operationalise its commitment
to eradicate cross-border terrorism, India will respond fully and be prepared to
resume the composite dialogue process.
"India remains firmly committed to the path of dialogue and reconciliation in
keeping with the letter and spirit of the Simla Agreement and the Lahore
Declaration," it said.
