New Delhi: After deciding not to implement Prevention of Terrorism Act (POTA) in
Jammu and Kashmir, the Mufti Sayeed government is now contemplating formulating a
new law to tackle the menace of financial terrorism.
Highly placed sources said the Chief Minister has agreed to review the provisions
available within the Constitution and if necessary formulate a new law, which would
deal with elements that provide financial help to militants.
The state government would also study the Maharashtra Organised Crime Control Act
(MOCCA), which has a provision to book a person extending financial help to
militants, the sources said.
In the absence of POTA, the Central intelligence agencies were facing problems in
dealing with hawala dealers extending monetary assistance to militant groups in the
state as no other law could deal with the menace, they said.
The special drive launched by the intelligence agencies and state police in tackling
the funding aspect of militancy had suffered a serious set back due to Mufti
government's decision not to implement POTA, the sources said.
