New Delhi: A Parliamentary Committee on April 8 sought an immediate review of the
strategy to counter violence perpetrated by Pak-aided militants in Jammu and
Kashmir and said government should exercise "abundant caution" while following
its 'healing touch' policy.
Stating that the policy to provide 'healing touch' to the innumerable people
inflicted by cross-border terrorism had been widely welcomed, the Standing Committee
of the Home Ministry said it was "expected to dawn a new beginning for the people
who have been subjected to one of the worst kinds of terrorism witnessed in
independent India".
"In other words, a fresh process has been initiated to build bridges between the
tormented people and their elected representatives," it said in its report tabled in
Parliament on April 8.
However, while following such a policy, "abundant caution is called for on the part
of the government especially to ensure that the morale of the security forces is not
affected in any way," the report said.
Referring to unabated instances of cross-border terrorism especially against
minorities and Pakistan's efforts to intensify it, the Committee said, "the
situation, thus, calls for immediate review of the strategy to counter the violence
being perpetrated by the militants".
