New Delhi: Amidst turmoil and an Opposition walkout, a private member's Resolution,
moved by the BJP (Bharatiya Janata Party) member Prahlad Singh Patel seeking ban on
cow slaughter was adopted in Lok Sabha on April 10.
The Resolution was approved by a voice vote after two hours of uproar, procedural
wrangles and verbal duel between the Opposition and treasury benches over the
legislative competence of Parliament to put a state subject to vote.
After Opposition members vehemently objected to voting on the Resolution, on the
ground that Parliament was not competent to make law on any state subject, it was
put to vote by Speaker Manohar Joshi who observed that the question of legislative
competence arises only when voting is taken for Bills and not in case of Resolutions.
The Speaker pointed out that similar Resolutions for prohibiting cow slaughter had
earlier been put to vote in the House and once members adopted it.
