Washington: The White House said on April 23 that economic sanctions on Iraq must be lifted, "not merely suspended", in an apparent rebuff of a French proposal to the United Nations Security Council.

"With the regime gone, the United States' position is economic sanctions are no longer necessary," spokesman Ari Fleischer said, adding, "The sanctions should be lifted, not merely suspended."

France on April 22 urged the Council to immediately suspend civilian sanctions against Iraq, but said their removal as suggested by the United States required the United Nations to certify Iraq free of banned weapons.
