Russia declares limited amnesty for Chechen militants

Moscow: Russia's Lower House of Parliament on June 6 declared a limited amnesty for Chechen rebels, who will surrender to the authorities by the end of August.

The State Duma approved by an overwhelming 352-25 vote the Amnesty Bill, which would cover all Chechen ultras and also Russian military and police personnel, who were involved in Chechnya conflict from its beginning on August 1, 1993 and federal anti-terror operations, but have not committed "grave public offences" like murders, rapes and kidnapping.

However, the Amnesty, which would come into force within seven days after it is published by one of the two government dailies, would not be applied to the foreign nationals and other aliens fighting in Chechnya, 'Ria Novosti' reported.
