'Musharraf wins US support; democracy loses in Pak'

Washington: With the need to have a stable frontline ally in the international anti-terrorist coalition, the
US has indicated that its full support to Pakistan would continue despite President Pervez Musharraf's
actions undermining the country's democracy, a report has said.
Congressional Research Service (CRS), a part of the Library of Congress, which advises Members of
Congress, has stated in an updated report on Pakistan that Musharraf's actions undermine Pakistani
democracy but the Bush administration has, nevertheless, indicated its full support for Musharraf.
"In August 2002, Musharraf took unilateral action in announcing a 'Legal Framework Order' of
Constitutional changes. The most important of these provide greatly enhanced powers to the Pakistani
President, a title assumed by Musharraf and ostensibly legitimised by a controversial April 2002
referendum," it said.
"Key changes to the Constitution include creation of a military-dominated National Security Council
(NSC), provisions allowing the President to dismiss the National Assembly, and provisions calling for
Presidential appointment of armed services chiefs."
In response to Musharraf's imposition of Constitutional revisions, the US indicated that full support for
Musharraf would continue even if some of the changes "could make it more difficult to build, strong
democratic institutions in Pakistan", the report said.
"US concerns about Pakistani democracy exists in tandem with the perceived need to have a stable and
effectively-administered frontline ally in the international anti-terrorist coalition," the report said.
