Militants resort to barbarism before fleeing JK

Jammu: Pakistan-based militant outfits have been unleashing a reign of terror in areas around the Hil
Kaka region of Udhampur, Doda, Rajouri and Poonch districts of Jammu and Kashmir with nearly 50
civilians falling victim to their barbaric acts including slitting of throats and tying of bombs around the
bodies of victims.
Intelligence inputs have suggested that militants displaced during Army's operation "Sarp Vinash" were
terrorising the locals besides attempting to create a communal wedge by targeting minority Hindu
community in some areas.
The killings came despite claims by Inspector General of Police (Jammu region) P L Gupta the militants
were on the run after the Army's operation.
The figure compiled from the official handouts of the Jammu and Kashmir police project a gory picture
with nearly 50 civilians killed, some of them in most barbaric manner, between June 1 and June 30 in
districts of Doda, Udhampur, Rajoui and Poonch.
This was as highlighted in a report with Home Ministry, which claimed that militants from Hil Kaka had
sneaked into these areas.
Even though the Army has been claiming that the troops had complete domination in the Hil Kaka
region, Home Ministry sources said a fresh bid of infiltration by militants and subsequent regrouping had
been reported in Hil Kaka region, especially in Banawali Dhoke and the group was believed to have also
successfully migrated to Doda region.
Security forces including the Army units in the area have been warned of imminent terrorist strikes as a
form of revenge by Pakistan's ISI against the locals as they were the "sitting ducks" for the militants to
create a terror scare in the region, the sources said.
The month of June had a very bad experience for the people in these regions with the month beginning
with abduction and subsequent killing of three Hindus in Doda district.
In as many as a dozens cases, the victims were killed by slitting of throat, while in some other cases
Improvised Explosive Devices were tied around their bodies and they were blown to pieces.
The intelligence agencies have sought more patrolling in these districts as militants had not spared even
the Village Defence Committee members and gunned them down after barging into their houses.
As the summer season was coming to its full bloom, the sources quoting the report said that more
terrorist activities were expected to take place if a well-planned anti-insurgency operation failed to take
off in time.
