Mizoram CM in touch with Manipuri insurgents

Imphal: Mizoram Chief Minister Zoramthanga has informed Manipur Chief Minister O Ibobi Singh that he
has been able to establish contact with a major insurgent outfit in Manipur for peace talks.
Replying to a call attention motion, Singh said he had asked Zoramthanga to bring insurgent outfits in
Manipur to the discussion table since the Mizoram Chief Minister was involved in the ongoing peace
talks between the Centre and National Socialist Council of Nagalim (Isaac-Muivah) NSCN (I-M).
Singh said Zoramthanga informed him that he had developed contact with a major insurgent outfit in
Manipur but the name of the outfit would be disclosed at the appropriate time.
Moving the motion, O Joy Singh and Dr Nimaichand Luwang (both Manipur People's Party) drew the
attention of the government to the killing of Lalhaba, 'secretary' of the banned People's Liberation
Army's Bureau by police commandos after the insurgent laid down arms and surrendered to the
forces on June 14.
Joy Singh and Luwang demanded a judicial probe into the killing of Lalhaba and added that killing of
insurgents after their surrender to the forces would disrupt any peace process in the state.
Official sources had earlier stated that Lalhaba was killed in an encounter although many social
organisations and family members of the victim said the insurgent leader was killed after he laid down
arms and surrendered to the police commandos at Singjamei area here on June 14.
