Cabinet rejects Ordinance for reining broadcasters

New Delhi: A proposal to bring an Ordinance for reining broadcasters amidst the seething Conditional
Access System (CAS) controversy, just ten days ahead of the Monsoon Session of Parliament, is
understood to have been dropped by the Union Cabinet on July 10 apparently on grounds of propriety.
The Cabinet was of the view that an Ordinance was not generally promulgated so close to the Session
and propriety demanded that any amendment should be taken straight to Parliament, sources said.
The Ordinance, seeking to amend the Cable Act, was aimed at regulating broadcasters particularly in
the light of the CAS rollout from September 1.
Government has been toying with proposals like limiting advertisements on pay channels, putting a cap
on pay channel rates and preventing bundling of channels.
The Cabinet took a view that one or two proposals needed more legal consultations.
Sources also said if all concerned parties cooperated in the rollout of CAS as mapped out by the
government, there might be no need for an amendment.
