TRAI paper soon on implementing TDSAT verdict

Mumbai: Telecom Regulatory Authority of India (TRAI) will bring out a consultative paper on
operationalising the Telecom Dispute Settlement and Appellate Tribunal's (TDSAT) verdict on WLL
(limited mobility) in two weeks.
"We are in touch with TRAI so that they can start work on specifics by next week and the consultative
paper could be ready in two weeks," Union Telecom and IT Minister Arun Shourie told reporters on the
sidelines of a function to inaugurate an electronic transfer system for postal services on August 9.
TDSAT on August 8 allowed WLL limited mobile services, but recommended various concessions for the
cellular industry to provide a level playing field.
"The telecom operators have expressed divergent views on TDSAT verdict, so I will have to study the
judgement carefully before giving any opinion," Shourie said.
On the entry fee norms for WLL services, the Minister said judgement by TDSAT says that this fee
should be charged and the government would request TRAI to come up with alternate formulas.
"The universal licence regime for telecom services is the way (solution) to the problems in this sector
and we need to step up work to introduce such system," he said.
"We have asked HDFC chairman Deepak Parekh and ICICI Bank managing director and CEO K V
Kamath to advise us on fee norms for unified licence," Shourie added.
