SC fixes fifty-fifty as management & state quota

New Delhi: The Supreme Court on August 14 fixed fifty-fifty as the management and the state quota for
admission of students in 2003-04 academic session into all unaided private professional colleges
irrespective of whether they are in minority or not.
The five judge Constitution Bench headed by Chief Justice V N Khare ruled that for the next year (2004)
onwards, each state government will set up a five-member committee headed by a retired high court
judge to go into the quantum of management quota, as well as the fees to be charged from students.
Unequivocally stating that no professional institute can charge capitation fee or indulge in profiteering,
the court said if any college indulges in this malpractice then the state government should take steps to
cancel its recognition and affiliation.
