Nepal warns of foreign interference if talks fail
Saturday, August 23 2003 10:22 Hrs (IST)
Kathmandu: Ruling out elections to a proposed Constituent Assembly to draft a new constitution for
Nepal, government on August 23 warned Maoists insurgents that derailing the ongoing peace process
could invite foreign interference.
"If we cannot solve the problem then that might invite foreign interference," said Prakash Chandra
Lohani, the convenor of government's talks team with Maoists and Finance Minister.
The government is "flexible" and committed to continue the peace negotiations with Maoists, but it
cannot accept the rebels' demand for holding a Constituent Assembly election, Lohani said at a
programmed organised by the Human Rights Organisation of Nepal.
He further observed that all the major demands of the insurgents could be accommodated by "re-writing"
or amending the present constitution.
The minister's comments came three days after the third round of talks held in Dang in Mid West Nepal
ended in a deadlock, but with both sides declaring that it did not mean the end of negotiations.
Lohani said the breakthrough could not be achieved as the rebels stuck to the demand of holding polls
for a Constituent Assembly. Also, they did not mention clearly their objections to the government paper
presented at the outset of the third round of talks.
