Islamabad: Pakistan said the restoration of peace and normalcy in Jammu and Kashmir was the responsibility of the Indian government and called for early resumption of talks between the two countries to resolve the Kashmir issue.

"The onus of restoring normalcy is on India, it can do so by ending repression and Human Rights violations in Kashmir," Pakistan's Foreign Ministry spokesman Masood Khan said reacting to Prime Minister Atal Behari Vajpayee's comments that talks with Pakistan were not possible until incidents of terrorism in the state stopped.

Speaking in Jammu, Vajpayee had said, "Terrorist violence is going on. People are being killed. Then, how can meaningful talks take place?"

Khan also called for early resumption of talks to discuss Kashmir and other contentious issues between the two countries.
