US proposes new UN draft resolution on Iraq

United Nations: In an effort to win support of the international community in stabilizing and reconstructing
Iraq, the US has revised its draft resolution to provide for the American-appointed Governing Council to
develop timetable for framing of the Constitution and holding of elections by December 15, diplomats
said.
According to the draft, co-sponsored by Britain and Spain, the US-appointed Iraqi Governing Council
must submit to the Security Council "a timetable and a programme for the drafting of a new Constitution
for Iraq and for the holding of Democratic elections under the Constitution by December 15".
Earlier drafts had been criticised by some European nations who sought a stronger role for the UN in
Iraq and a speedier timetable for handing over power to the Iraqis.
American UN Ambassador John Negroponte said the resolution could be brought to vote later this week
but diplomats said reaction of the French and other key players in the Security Council is yet to be
seen.
The resolution was circulated among the permanent members and has not been made public.
