Scamster's modus operandi of 'destination success'

Patna: Ranjit, kingpin of CAT scam, had not confined himself to leakage of question papers, but ran a
well-oiled system of "engines" hauling "bogies" to destination success, subverting medical education.
He would have medical students scout for aspirants to the course, make them appear for the aspirants
called "bogies" as "engines" on promises of getting the former good marks in MBBS exams.
Under the modus operandi, an "engine" would affix his own photograph on the admit card of an aspirant
which would be later replaced by the photograph of the "bogey" after the exam with the help of the
centre Superintendents.
In some cases, both the "engine" with fake name and address, and a "bogie", would submit examination
forms together so that their roll numbers would make them sit next to each other.
Once in the examination hall, they would exchange the answer-sheets with the "engine" writing the paper
for the "bogey".
If still the bogey failed, Ranjit would have a better "engine" attached to him in the next exam.
This was revealed in a letter the Bihar DGP D P Ojha had written three years ago in his capacity as
Assistant Director General (Vigilance) to the then Vigilance Commissioner and Chief Secretary, whereby
he had suggested a CBI probe into the medical colleges in the state.
