Hyderabad: Stressing the need for improving the level of co-ordination between the Army, Para-Military and Police and for refinement of the security operations in the control set up in Kashmir, Jammu and Kashmir Governor S K Sinha today (Dec 11, 2003) recommended a three-pronged strategy to deal with the problem of the valley.

Sinha said the present arrangement of two unified headquarters, one each in Jammu and Srinagar, with the Army commander out of the counter-terrorist loop, needed modification.

The second and third strategy should be of psychological initiatives, which needed to be developed in a subtle and sustained manner and of economic development, Sinha said while inaugurating an annual two-day seminar on "Management of War in a Contemporary Environment" being organised by the College of Defence Management.

"With these measures, even if we cannot win the hearts and minds of the people, we can at least reduce the level of their antipathy towards India," Sinha advised.

He said in the recent past, the Union Government has taken many initiatives towards economic development of the State by taking up rail link project, employment package for youths and 'Vision 2007' plan for agricultural growth, which would help to a great extend in controlling militancy in the valley, Sinha said.
