Stamp scam: Court allows SIT to conduct tests

Pune: The special court for Maharashtra Control of Organised Crime Act (MCOCA) in Pune today (Dec
15, 2003) allowed the special investigation team (SIT) to conduct scientific tests on nine accused in the
multi-crore fake stamp paper racket.
These tests are-P300 tests, also known as "Brain Finger Printing", "Narco-Analysis Tests" and "Lie
Detector Tests", on the accused.
The SIT in its application had stated that it wanted to conduct these tests in the forensic laboratory of
Bangalore. The prosecution in its last hearing had said these tests were needed for interpretation and
not evidence.
The accused, whom the SIT wants to subject to scientific tests, were prime accused Abdul Karim Telgi,
his brother Azim, Telgi's lawyer Rashid Kulkarni, police officers Datta Dal and Dilip Kamat, Samajwadi
Party (SP) MLA Anil Gote and three others accused.
Delivering the order, the Special Judge for MCOCA said these tests should be done under magisterial
custody.
"The Brain Finger Printing Test" involves studying the brain wave response to stimuli using headband
with electroencephalogram (EEG) sensors attached to computers while the "Narco-Analysis Test"
involves administering "Truth Serum" to reveal truth when questions are asked. The "Lie Detector Test"
is done to determine whether a person is telling the truth or not by testing psychological changes while
he answers.
Earlier, the court had rejected the application of SIT to conduct Voice Sample Tests on the accused.
