Zebari urges UN to assume leading role in Iraq

United Nations: Charging the United Nations with failing to end the "murderous tyranny" of Saddam
Hussein for 35 years, Iraqi Foreign Minister Hoshyar Zebari urged the world body not to fail his country
again and assume a leading role immediately.
"Today, we are unearthing thousands of victims in horrifying testament to that failure," Zebari told the
Security Council yesterday (Dec 16, 2003).
Opposing the decision of Secretary General Kofi Annan for the United Nations officials to operate from
neighbouring countries including Cyprus and Jordan, he asserted that the world body has to be inside
the country to render help.
"Your help and expertise cannot be effectively delivered from Cyprus or Amman," he told Annan.
The Governing Council, he said, understood the "devastating losses" that the world body suffered, but it
needs to return to play an expanded role in helping to establish a provisional Iraqi Government in June,
draft a constitution and prepare for general elections.
