Guwahati: United Liberation Force of Assam (ULFA) Publicity Secretary Mithinga Daimary and National
Democratic Front of Bodoland (NDFB) Publicity Secretary B Erakdao captured by Royal Bhutanese
Army (RBA) in Bhutan have been handed over to the Indian Army, official sources said in Guwahati
today (Dec 18, 2003).
The two Publicity Secretaries caught during RBA operations yesterday were handed over to the Indian
Army authorities posted along the Assam-Bhutan border, they said.
The sources, however, were not sure about the procedure to be applied for investigating the ultras as
they had been captured in a foreign independent country and would also depend on the treaties that
existed between India and Bhutan for such situations.
"The procedures will only be known at the highest level in Delhi," they added.
The arrest of Daimary was the first major haul for Bhutan during its military offensive to flush out the anti-
India insurgents from its territory.
His capture would also severely affect the publicity wing of the ULFA, as he was the chief communicator
for the banned organisation carrying messages of its "armed struggle for secession from the Indian
union."
Originally known as Dipak Das, Daimary with his assumed name was literally the voice of the proscribed
outfit, talking to the media, issuing statements on its "revolution" besides conducting its publicity
campaign.
Armed with communication skills, he also motivated the young cadres in the publicity wing of the outfit,
the sources said.
