| | TRAI to issue consultation paper on CAS Monday, January 12 2004 22:35 Hrs (IST) New Delhi:
The new broadcasting regulator TRAI (Telecom Regulatory Authority of India) would issue a short consultation paper on Conditional Access System (CAS) but its Chairman Pradip Baijal said that deferring the services was not part of his jurisdiction.
"We will issue a short consultation paper tomorrow," Baijal said after a series of meetings with concerned officials on the issue but did not give details on the focus of the paper.
TRAI was entrusted the responsibility of regulating broadcasting and cable services last week and the latest move by the regulator is an effort to resolve the issue on which the industry and consumers have adopted a confrontationist view.
Baijal, who had put consumers' interest at top of his priority after being given the new responsibility, said he would give about 15 days for the response to various players including industry.
The decision on issuing a consultation paper comes amidst reports that CAS would be deferred till Lok Sabha polls.
Asked if the paper would tantamount to deferring the service till regulator finalised and issued guidelines on the issue, Baijal said, "The issue of continuing the service is not my jurisdiction."
CAS had been launched in South Delhi last month after the Delhi High Court quashed Centre's notification deferring its implementation, saying such deferment was an arbitrary exercise of power.
