Hurriyat links talks to curbing of Rights violations Thursday, February 19 2004 15:58 Hrs (IST) Srinagar:
Terming the decision of Fazal Haq Qureshi to pull out from the talks with the Centre a "little hasty" and having no bearing on the process, Hurriyat Conference led by Maulana Mohammad Abbas Ansari, today (Feb 19, 2004) said that it will participate in the second round of talks if the Government fulfils its promise on curbing alleged Human Rights violations.
"We will have to see whether the Government is serious about improving the ground situation in Jammu and Kashmir. If it fulfils its promises on the human rights front, we will proceed for the second round of talks in March," Ansari said.
He however said that the people should not jump to conclusions without giving ample time to the Centre for improving the situation.
"Talks has not been suspended and the process has not broken, but a lot depends on Government of India for its continuity," he added.
The Hurriyat chairman said that the decision of Qureshi, chairman of people's political front (PPF) and one of the five-member delegation which held first round talks with the
Centre in January will not affect the process.
"He has not quit Hurriyat. Someone else will replace him in the talks," Ansari added.
PPF, after a meeting on Tuesday (Feb 17, 2004), stopped Qureshi from continuing in the talks and accused Centre of not being serious in resolving the Kashmir issue in view of the rise in alleged human rights violations in the State.
Asked if Hurriyat would pull out of talks if Centre failed to improve the ground situation, Ansari said the decision to enter the dialogue process was taken together. So would be the decision to pull out, should the need arise.
