Vajpayee creates record in no-confidence motions Friday, May 7 2004 14:02 Hrs (IST)

Atal Bihari Vajpayee has created a record of sorts by becoming the only Lok Sabha member who moved a motion of no confidence against an incumbent Government, faced a no-confidence motion as Prime Minister and moved a motion of confidence in his council of ministers.
This has been revealed in a book on "Cabinet Responsibility to Legislature: Motions of Confidence and No-confidence" released by Speaker Manohar Joshi today (May 7, 2004).
The Speaker said that the book was being released at a right time when all are awaiting the results of the new Lok Sabha.
Authored by the Lok Sabha Secretary General, the publication discusses the concept of cabinet responsibility to Legislature with particular reference to motions of confidence and no confidence so far taken up by the Lok Sabha and the State Legislative Assemblies.
The study indicates that during the life of the first to 13th Lok Sabha spanning 51 years, 26 motions of no confidence and 11 motions of confidence in different cabinets were admitted for discussion.
Of the 26 no-confidence motions, which were debated, 25 were negative. One led to the resignation of Prime Minister Moraraji Desai even though he had resigned before the motion was taken up.
While six of the 11 confidence motions were adopted, five resulted in the fall of Governments of Chaudhary Charan Singh, V P Singh, Atal Bihari Vajpayee (twice) and H D Deve Gowda.
