New Delhi: Outgoing Prime Minister Atal Bihari Vajpayee telephoned Prime Minister-designate Manmohan Singh last night (May 19, 2004) and congratulated him on his appointment to the top post.

Vajpayee telephoned Singh after President A P J Abdul Kalam handed over a letter appointing him as the Prime Minister, official sources said.
