'Healing touch' policy to be pursued in JK: UPA Thursday, May 27 2004 10:46 Hrs (IST)

New Delhi: The Common Minimum Programme (CMP) of United Progressive Alliance (UPA) Government promises dialogue with "all groups" and "shades" of opinion in Jammu and Kashmir besides pledging "respect" to the Article 370 of the Constitution.
"Dialogue with all groups and with different shades of opinion in J and K will be pursued on a sustained basis in consultation with the State Government," said the CMP agreed to by all ruling coalition allies here tonight (May 27, 2004).
It said the "healing touch" policy being pursued by the Peoples Democratic Party (PDP)-led alliance Government in Jammu and Kashmir would be fully supported by the UPA.
On the Article 370, the CMP pledged to respect in letter and spirit the clause in the Constitution that accords special status to the state.
Meanwhile, Communist Party Marxist (CPM) sources told that the draft CMP circulated by Congress to its allies had no mention about Jammu and Kashmir and the "para" on the State was incorporated at the suggestion of the Marxist party.
