Pakistan to put forward specific CBM proposals

Islamabad: Pakistan would be putting forward more specific proposals for Confidence Building Measures, including troop reduction on the LoC and involvement of Kashmiri leaders in the talks, during the two-day Foreign Secretary-level talks beginning in New Delhi tomorrow (June 27, 2004).

"We will be carrying certain proposals for nuclear and conventional CBMs, including troop reduction," Pakistan officials said.

"Some aspects of the 1999 Lahore MoU on nuclear CBMs, including an agreement on pre-notification of flight-testing of missiles, are expected to be formalised during the talks to make them operational," the officials were quoted as saying.

The set of CBMs on the nuclear front have been finalised during last weeks "productive" round of talks in New Delhi.

On the issue of Kashmir which Pakistan officials hope to keep on top of the agenda, they said Islamabad will press for the involvement of Kashmiris in the dialogue process and raise the "questions" related to holding of plebiscite in the valley under the 1947 UN resolutions.

The Pakistan delegation headed by Foreign Secretary Riaz Khokar has already worked out separate meetings with the Abbas Ansari and Sayeed Geelani factions of the Hurriyat Conference.

On the Kashmir front, "Pakistan will highlight the human rights aspect and, in this context, call for an end of the draconian laws", the Pakistani officials said.
