Insisting that the ongoing Indo-Pak dialogue should have an "impact" on Jammu and Kashmir, Hurriyat Conference today (Sep 5, 2004) demanded early launch of visa-free Srinagar-Muzaffarbad bus service and allow intra-Kashmiri dialogue.
Hurriyat leader Mirwaiz Umar Farooq made the proposals during his meeting with visiting Pakistani Foreign Minister Khurshid Mehmood Kasuri in New Delhi with an emphasis that these, along with the demand for involvement of Kashmiris in the dialogue process, be discussed during the latter's talks with External Affairs Minister Natwar Singh tomorrow (Sep 6, 2004).
"If the Governments of India and Pakistan want positive development, their talks should have an impact on Kashmir and measures should be taken on Kashmir-specific Confidence Building Measures (CBMs)," Umar told reporters after his two-hour meeting with Kasuri.
"Unfortunately, it is not happening although there have been increase in cultural, sports and other exchanges between India and Pakistan," he said.
Describing the proposed Srinagar-Muzaffarabad bus service as the "best Confidence Building Measure (CBM) in the context of Kashmir". He said, "Kashmiris from either side should be allowed to travel across the Line of Control (LoC) without passports and visa."
In this direction, he sought revival of the pre-1947 "rahdari" system of local Deputy Commissioner issuing permission to travel from one place to another.
