UN Security Council debates West Asia situation Tuesday, October 5 2004 12:42 Hrs (IST)
United Nations:
A draft resolution moved by Arab countries in UN Security Council seeking immediate "cessation of all military operations" in Gaza Strip by Israel has been opposed by the US which has described it as "one sided."
Algerian Ambassador Abdallah Baali, who has requested for convening an emergency meeting to consider the issue, said he would call for vote on the resolution even though he felt the US might veto it.
The proposed resolution "demands the immediate cessation of all military operations in the area of Northern Gaza and the withdrawal of the Israeli occupying forces from that area."
The US Ambassador to UN John Danforth said that the Security Council should not adopt "one-sided" resolutions and dismissed the text as "one more step on the road to nowhere."
Downplaying sharp differences between the United States and the Arabs on the resolution, Council President Emyr Jones Perry of Britain said there is strong support for the thrust of it and negotiations would be held on the draft.
The Americans maintain that it cannot support a resolution that criticises only one side. In earlier instances when the US vetoed, what it called, "one-sided" resolution, Arabs had gone to the 191-member General Assembly where they have enough support to get draft adopted. They may use similar tactic this time too, diplomats said.
But unlike Council resolution, the Assembly resolutions are not binding and cannot be enforced.
