AP Govt to talk with Naxals on laying down of arms Tuesday, November 2 2004 17:53 Hrs (IST)

Andhra Pradesh Government is now keen on pursuing discussions with the Naxal leaders on the contentious issue of laying down of their arms.
"We have invited them to come for the second round of talks on the modalities of laying down arms", Andhra Pradesh Chief Minister Y S Rajashekara Reddy told reporters and dismissed suggestions that his Government has put any preconditions.
He said that the emphasis of his Government was to promote peace in the State and has therefore called the Maoists for discussion on modalities to lay down arms. "We are awaiting for their response", he added.
While the State Government has been insisting that Naxals must lay down arms and respect the law to make the dialogue process meaningful, Maoists have firmly ruled out giving up arms saying it was an integral part of their revolution.
Reddy said the first round of talks concerned land and land-related issues and his Government was taking steps in this regard.
Observing that the Naxals' demand on the land issues was in consonance with the philosophy of Mahatma Gandhi and Indira Gandhi, the Chief Minister said, "If any land was unlawfully acquired by any landlord, we will see that it is returned to the poor".
He said the Government would be setting up a committee to enumerate all irregularities in the acquisition of lands.
"We will try to take all remedial steps", he added.
