CPM to oppose 'Patents Bill' in its present form Tuesday, December 7 2004 17:20 Hrs (IST) - World Time
New Delhi:
CPM (Communist party of India-Marxist) today (Dec 7, 2004) said it would "oppose" the Patents Amendment Bill proposed to be tabled during the current winter session of Parliament in its present form.
"We will definitely oppose the Patents (Amendment) Bill in its present form. We have serious objections to it and what we need is serious discussion," CPM Rajya Sabha member Nilotpal Basu told reporters on the sidelines of People's Convention on the Patents (Amendment) Bill in New Delhi.
Basu said his party was awaiting for a response from the Government on a 'note' they had sent to the Government on this regard.
"We have objections to 7-8 amendments. There is no need to rush through the bill as Parliament is the final word regarding any international conventions," he added.
Pointing out that 1970 Patents Act was "comprehensive," Basu said, there was no provision in the new Bill for dealing with frivolous patent applications and even developed countries find it difficult to deal with such applications.
On the "stormy" sessions in Parliament, the Left leader said people voted for a change and they expect the legislators would discuss on issues that affect them.
"How to deliver (on that expectation) is a question. However, Opposition is not in a mood to address these issues," he added.
