CBI submits more instances of 'Pappu raj' in jail Wednesday, December 15 2004 12:11 Hrs (IST) - World Time

Jail Manual rules and direction of Inspector General of Prisons were thrown to winds by the then Beur Jail Superintendent P K Jha in allowing a large number of visitors of jailed RJD (Rashtriya Janata Dal) MP Pappu Yadav inside, posing "serious security threat", CBI informed the Supreme Court today (Dec 14, 2004).
Rajesh Ranjan alias Pappu Yadav had held a meeting with 54 people in the Administrative block of Beur Jail on December 1, 2004 in contravention of the Bihar Jail Manual, the CBI said in its 25-page report on the basis of inquiry conducted by it pursuant to apex Court's December 2 order.
During the surprise check by IG (Prisons) Dipak Kumar Singh on December 1, presence of large number of unauthorised visitors inside the prison had come to notice. Subsequently, it was found that Yadav was in possession of several mobile phones and used to talk to VVIPs.
The CBI said, "Yadav also made efforts to obstruct the IG and other jail staff and even threatened them." It pointed out that the jail staff had kept a special visitor register for Yadav's visitors against the rules.
On the suspended Jail Superintendent Jha, the agency said that he had even sent wrong and incorrect information to the IG that "only MPs and MLAs were being permitted to meet Yadav in the administrative block of the jail where as a large number of unknown persons were being allowed to meet Yadav."
It referred to a report of Bihar Special Police Branch that several unidentified visitors entered Beur jail under the pretext of visiting Yadav only to meet other hard core criminals and gangsters lodged there, which amounted to a major security lapse."
