A two-member Election Commission team that went into alleged violations of Model Code of Conduct by the Om Prakash Chautala Government in poll-bound Haryana has said large-scale recruitments had taken place in the police department in the State.
Team members Principal Secretary Rajesh Aggarwal and Afzal Amanullah, Special Observer, said in their report that large-scale recruitments of sub-inspectors and constables were made and at many places, interviews for recruitments in the police have been held and results announced after the Model Code of Conduct came into force.
Additionally, appointments like cooks, sweepers, barbers and drivers have been made in the police department without going through the procedures, they said.
Hundreds of junior basic teachers have been allowed to join various places of posting, the report said.
Without any written notice and without any agenda, a Cabinet meeting was held at the residence of the Chief Minister and creation of a new district was approved, they said.
The Public Relations Department continued to give advertisements and notices of tenders and auctions violating the Model Code of Conduct, they said.
The Commission said that the report was being examined by it. The Commission had ordered immediate transfer of DGP M S Malik and directed the State Government to transfer immediately Rajesh Kumar Khuller, Director of Public Relations and Om Parkash, Deputy Director of Public Relations from their posts.
