Rejecting the charge that NDA (National Democratic Alliance) was not allowed to form Government in Bihar, the Centre today (Aug 1, 2005) strongly defended Governor Buta Singh's recommendation for dissolution of the Assembly as the Rajya Sabha approved extension of President's rule there for six more months amidst an NDA walkout.
Replying to a discussion on a Statutory Resolution seeking extension of the Central rule in Bihar beyond September 7, Home Minister Shivraj Patil said on the recommendation of the Governor, the Government decided to dissolve the House and seek fresh mandate to prevent horse-trading.
"Election Commission has stated that polls will be held in October-November .... The Government has nothing to do with it (poll schedule). But, we will be happy if the elections are held earlier," he said allaying BJP-led Opposition's fears that the polls might be put off to early next year.
The Resolution, approving the continuance of the Presidential proclamation clamping Central rule in Bihar on March 7 this year, was passed by the House by a voice vote amidst a walkout by Opposition NDA.
Before walking out, senior BJP (Bharatiya Janata Party) member Sushma Swaraj said the NDA was not satisfied with the reply of the Home Minister who has "failed" to throw light on issues raised by it, including the row between the Governor and State Chief Secretary G S Kang who has proceeded on leave after mass transfer of IPS officers there.
