Pakistani Army troops are building bunkers, observation towers and new posts in close proximity to the International Border, including Barmer, Jaisalmer and Bikaner, the Rajya Sabha was informed today (Dec 21, 2005).
Minister of State for Home S Raghupathy said in a written reply that though construction and improvement of defence, including setting up of new posts along the border, is an ongoing process, Pakistani activities are being closely monitored and suitable remedial measures are being adopted to deny advantages to the adversary.
In reply to another question, Raghupathy said a total of 220 infiltrators/militants were killed and 7,628 were apprehended by the security forces during the year 2005 (till October).
The majority of infiltrating terrorists were affiliated to Hizb-ul-Mujahideen, Lashkar-e-Toaiba and Jaish-e Mohammad, he said.
Refugees: Minister of State for Home Sriprakash Jaiswal said the Government has received a draft model law proposed by Justice (retd) P N Bhagwati, for enactment of a Refugee Law.
India did not sign the 1951 Geneva Convention on Refugees and its 1967 Protocol primarily because it does not deal adequately with situation of mass influx and mixed flows, as faced by it, he said.
Minister of State for Home M H Gavit informed the Rajya Sabha that 30 cases of child sacrifice were reported during 2003-04.
