New Delhi: The Union Cabinet today (Feb 10,2006) approved the President's address to the joint sitting of both Houses of Parliament on February 16, which marks the beginning of the three-month long Budget session.

The President's address, mandatory under the Constitution, will outline the Government's policies and programmes for the coming year.
