The Karnataka Legislative Council has incorporated several amendments to its Rules of Procedure including making it mandatory that only upper house members are elected leader of the house, its Chairman V R Sudarshan said today (Feb 21 2006).
For the first time in the history of the upper house, in 2004, M Mallikarjun Kharge of Congress, who was elected to the state assembly, held the post of the house leader.
The new amendments to the rules of procedure would be adopted in the coming legislature session, he told sources.
It has been decided to create an Ethics Committee and a joint house committee to oversee the working of Panchayat Raj department.
The state legislature would be hosting a conference on 'Globalisation and its impact' from May 13 to 19 in association with the Commonwealth Parliamentary Association (CPA). Fifty young parliamentarians the world over and from India would take part in the conference, Sudarshan said.
