The six-day Karnataka Legislature session will commence tomorrow (Feb 24,2006) with opposition Congress raising a procedural wrangle over Governor T N Chaturvedi delivering his address to the joint sitting, for the second time since last month.
The JD(S)-BJP Government, which assumed office early this month after rebel JD(S) leader H D Kumaraswamy toppled the Congress led coalition, has come up with a stout defence of the Governor's address saying it was needed to spell out the new dispensation's priorities.
The Congress yesterday petitioned Chaturvedi against going ahead with the address terming it 'unconstitutional'.
Former Chief Minister Dharam Singh, now the Opposition Leader, says the address delivered by Chaturvedi on January 19 was still before the house and the Governor cannot be asked to deliver another address, an argument which the new Government has rejected.
The Kumaraswamy led Government has finalised the draft of the Governor's address and submitted it to Chaturvedi.
The sulking Congress will also train its guns on the Government and may not allow smooth run for it, raising a host of issues including the raging controversy over the alleged removal of Dr Ambedkar's portrait from the office of Deputy Chief Minister B S Yediyurapa, a charge, the senior BJP leader has vehemently denied and termed as 'political motivated'.
